THE CHINESE CULTURAL ARMS RACE: Americans tend to mirror-image the Chinese in a belief that they are like us… which is not the case. Conversely, the Chinese have studied us, our strengths & weaknesses, and our systems so they can use that knowledge to take advantage of us. They like to portray an image of incompetence, while secretly believing they are far superior.
CHINA’S INSURGENT STRATEGY FOR GLOBAL DOMINANCE: They are always looking for a series of small victories towards a long-term strategy that will return them to their rightful place as world leader. Instead of competing against our strengths, they nibble around the edges as Mao did in the insurgent campaign. Eventually, the small victories will give them the upper hand in order to win the big victory.

THE SPACE FORCE – ESTABLISHING THE ULTIMATE HIGH GROUND: In preparing for the future, our country must fully engage in establishing the ultimate high ground… Space. As a graduate of the School of Advanced Air and Space Studies and the Air War College, Caine sees the creation of the Space Force as necessary to confronting threats like China, Russia, and other global competitors.
MILITARY READINESS IN UNCERTAIN TIMES: We should expect the military to be the role models for how to adapt to these extraordinary times. Commanders are charged with the readiness of their units, but also with health, morale, and welfare of all of their people 24/7. Military members are never really “off-duty” and commanders are responsible for the care of their troops even after work hours.
MAINTAINING AMERICA’S LEADERSHIP IN THE FACE OF GLOBAL THREATS: We must be extremely vigilant during this health crisis. We cannot expect our adversaries who use terrorist tactics to “play fair” just because there is a world health crisis. Conversely, this is a time we should expect them to look for an advantage. While the military has great capability to help the nation during the COVID-19 pandemic, we should not allow our guard to drop. That is what our adversaries are hoping for at this time.
ABOUT SCOTT CAINE: A LIFE DEDICATED TO SERVICE & ADVENTURE
Colonel Scott Caine is a 30 year veteran of the United States Air Force. He is a command pilot, specifically a fighter pilot, who has flown more than 3,400 hours, including combat missions over Iraq as part of Operation Southern Watch and in support of Operations Deny Flight, Decisive Endeavor, and Deliberate Guard to enforce a no-fly zone over Bosnian air space and search for weapon caches.
In addition to marrying the love of his life, Pam, and seeing their three children grow up to pursue the careers of their dreams, Colonel Scott Caine’s greatest honor in life was taking the oath to “Defend the Constitution of the United States against all enemies, foreign and domestic,” and devoting his life to protecting the very Constitutional principles that made America the beacon of freedom and opportunity to the world.
Colonel Caine further administered that same oath to many of the nearly 33,000 men and women he had the privilege of either commanding or leading throughout his military career. The most moving experience for him came when he administered the oath of office when his own son joined the United States Navy.
It’s that oath that drives Colonel Caine’s desire to speak out on pressing issues of national importance during these unprecedented times.

Colonel Caine retired as the Vice Commander of the 9th Air Force. He commanded the 57th Operations Group at Nellis Air Force Base, Nevada and the 25th Fighter Squadron in the Republic of Korea.
During his time in Korea, Caine flew night missions near the DMZ between the North and South, and was always struck by the stark contrast between the vibrant lights of the Capitalists to the South and the eerie darkness shrouding the Communists to the North.
With the rising threat of homegrown Socialism, Communist China reaching into our country and institutions, and our crushing national debt, Caine is stepping up to make sure America does not lose sight of the founding principles and values he defended for 30 years. Caine was a Division Chief for the Deputy Undersecretary of the Air Force for International Affairs, where he worked building partnerships with our allies throughout Asia. FISCAL RESTRAINT IN GOVERNMENT
Caine’s vision is that politicians are no longer piling debt onto American taxpayers. He advocates for reversing the spending trend in Washington and making fiscal restraint a priority.
Leading large bureaucracies in the military, Colonel Caine saw on one hand, how budget cuts were done poorly through Obama’s disastrous Sequestration and on the other hand, how you could actually save taxpayers’ money without hurting our safety and security.
As a fiscal hawk in the Department of Defense, Colonel Caine took the highly unusual action of returning taxpayer dollars for programs that he deemed unnecessary, often to the shock of colleagues who said, “if you don’t spend it, they won’t give you more!”

Caine believes the Federal Government shouldn’t be trying to fix people’s personal problems. Its role is to clear the path by reducing needless government regulations, keeping taxes low, and simply getting out of the way. Caine promotes the idea of empowering individuals, families, businesses, and states to solve their own problems without the Federal Government trying to fix them with a 2,000 mile long screwdriver.
We also need to return to a culture where we reward success instead of promoting mediocrity. That’s why Colonel Caine doesn’t support the liberal snowflake approach where everybody gets a trophy. Having the ability to succeed or fail and bounce back is what makes America truly great.
INDIVIDUAL FREEDOMS
As a Fighter Pilot, Caine says he constantly relied on his faith and today serves as a Sunday school teacher and is a mission trips leader. He says that the freedom of religion is under assault and he is committed to defending people of ALL faiths to be able to exercise their faiths freely.
Whether it be or freedom of speech, our right to keep and bear arms, or the most important right of all, the right to life, Colonel Caine is a stand for all of the freedoms we hold dear.

IN DEPTH MILITARY CAREER BACKGROUND
Colonel Scott Caine earned his commission through the Officer Training School in 1987. He has served as an aircraft maintenance officer, a T-37 instructor and evaluator pilot, and A/OA-10 instructor and evaluator pilot, a Chief of Safety, and Operations Officer.
Colonel Caine has been a staff officer, Executive Officer to the Air Combat Command Director of Operations and Division Chief on the Air Staff.
Colonel Caine also commanded the 25th Fighter Squadron and the 57th Operations Group and was Vice Commander of the 57th Wing. Additionally, Colonel Caine served as the USAFCENT Combined Air Operations Center Deputy Director and Battle Director.
Colonel Caine retired from the Air Force as Vice Commander of the 9th Air Force, Air Combat Command at Shaw Air Force Base. At the time of his retirement, the 9th Air Force consisted of eight active-duty wings and three direct reporting units in the Southeastern U.S. with more than 400 aircraft and 29,000 active-duty and civilian personnel. 9th Air Force is also responsible for the operational readiness of 13 Air Reserve Component Wings.

Colonel Caine is the recipient of the Legion of Merit with two oak leaf clusters, Meritorious Service Medal with three oak leaf clusters, Air Medal with one oak leaf cluster, Aerial Achievement Medal with two silver oak leaf clusters, Air Force Commendation Medal with one oak leaf cluster, Air Force Achievement Medal, and Army Achievement Medal.
Colonel Caine is a graduate of Georgia Tech, with a degree in Electrical Engineering; the Squadron Officer School at Maxwell AFB in Alabama; and the U.S. Army Command General Staff College at Fort Leavenworth, Kansas. Caine holds a Master of Science in Management degree from Troy State University, a Master of Airpower Art and Science from the School of Advanced Air and Space Studies, and a Master of Strategic Studies with Academic Distinction from the Air War College.
